Is their a free site builder to download for free that has no html or any other programming.

I created an account but I dont know how to create the site. each time I click on the free site builder it reaches to the same page and askes me to sign up for paid facilities.

if any one know how to skip them and reach the pages to create the free site, will you please guide me?
